UOKiK wants explanation from Cyfrowy Polsat and Telewizja Polsat ws. Euro 2016 – Onet.pl

As reported in a statement to the Office of Competition and Consumer complaints coming on activities of Cyfrowy Polsat and Telewizja Polsat in connection with transmissions of football matches of UEFA Euro 2016. They concern both relationships with consumers and stakeholders public performance matches. President of the Office asked the company for clarification.

Most complaints concerned the quality of the transmission via the Internet TV IPLA. Cyfrowy Polsat offers the possibility of buying access to two channels offering all championship matches in HD. Meanwhile, consumers pay attention, that the transmission is provided at a lower resolution or repeatedly interrupted. Viewers complain that the company does not respond to complaints submitted via the hotline or by e-mail. UOKiK asked Cyfrowy Polsat, among others, how it intends to compensate for the inadequate provision of services. In the opinion of the Authority would be advisable to at least draw the fees paid by customers. In this case, consumers should file a complaint at the company.

UOKiK also received signals that Cyfrowy Polsat could remove from the list of public programs, two German-language channels – ZDF and Das Erste, which offered broadcast matches of UEFA Euro2016. Both channels are broadcast in the signal-free and can be picked up free of charge by any person having an appropriate receiver.

In addition, the Office shall check whether Cyfrowy Polsat introduced consumer confusion, indicating that having a full range of sports channels Cyfrowy Polsat will mean free access to broadcast all matches of the European Championship.

Office also asked the Telewizja Polsat with a question concerning the conditions of offers to play in public broadcast of the tournament. OCCP including verifying method of calculation of the fees requested from the cities who wanted to offer people watching the broadcast in the fan zones.

As reported in Communication, after receiving a response from entrepreneurs, the OCCP will decide on further action against the company. If it turns out that there may be practices illegal, the Office may open an investigation, then the infringement of collective consumer interests or restrictive practices.
